Fluent Is a Comment, Not a CEFR Band

People ask which CEFR level is fluent English as if the scale printed that word. It does not. Fluent is a comment people add to a form. The official scale uses can-do lines from A1 to C2.
CEFR does not award a band called fluent
Fluent is a comment, not a CEFR band. The Council of Europe scale uses A1 to C2 and can-do lines. It does not publish a level named fluent.
The Council of Europe level page groups the six levels as basic, independent and proficient users. That grouping still does not create a seventh box labelled fluent. If a school brochure uses the word, treat it as marketing language until you read a can-do line.
Read the B2 and C1 fluency lines, not a conversion chart
B2 says you can interact with a degree of fluency and spontaneity that makes regular interaction possible without strain. C1 says you can express yourself fluently and spontaneously without much obvious searching for expressions. Those are different jobs.

A job ad that says fluent still needs a task
Fluent on a form usually means 'can do this job in English'. Ask which tasks: email, meeting, or presentation. Do not treat the word as a hidden C1.
Write the three tasks on the advert. If the employer cannot name them, you cannot map the comment to a band. A form that says “fluent English” and then asks for customer email is closer to the B2 interaction line than to C2 precision.
C2 is not the only way people use fluent
No. C2 describes very fluent, precise use. Many people call B2 or C1 fluent for everyday or professional talk. Read the can-do line that matches the task.
A page that sells “C2 fluency training” is answering a different query. This page does not offer a named C2 course. iWorld Learning adult pages use CEFR bands as course levels. That is placement language, not a fluent certificate.
